Education:

• Relevant qualifications from a reputable international institution is a must with significant knowledge in HSSE practices and procedures employed in downstream refining and petrochemical assets and a strong awareness of project economics, business development and contracts negotiations.
• Higher academic or professional qualification is desirable to embrace the commercial dimension and job complexity.

 

Languages Required:

English written and oral.

 

Minimum Requirement:

Exposure to risk assessment techniques (both qualitative and quantitative) such as HAZOP and SIL evaluations and site risk profile development.

 

Job Scope:

• Lead the development, implementation and enforcement of Health, Safety, Security & Environmental components of international downstream and petrochemical projects at various stages, from initiation to commissioning and start-up.
• Define HSSE policies and procedures for large scale international JV projects subject to budget, schedule and quality through the various phases of feasibility, basic design, detailed design, construction, commissioning and start-up, with a consciousness of local HSSE standards and legal requirements.
• The position embraces the whole projects lifecycle from evaluation (pre-feasibility, feasibility), development (FEED) and through to execution (EPIC) and handover to operations.
• Coordinate all HSSE components of the defined stages of the project lifecycle of downstream and petrochemical projects with joint venture partners and work closely with other discipline Project Development Engineers to ensure alignment of works across multiple projects.
• Ensure alignment of activities with other interdependent areas and departments of the company by way of reporting and regular interactions.
• Protect the Company's interests when interacting with joint venture partners and contractors.

 

Experience:

• Minimum of 15 years varied experience in HSSE roles in all aspects of project development and execution, including operations. Experience should have been gained in the downstream industry or in an integrated refining and petrochemical facility or company.
• Experience of working in multinational - multicultural environments.
