Contracts and Procurements Manager

Education:

  • Bachelor of Science Degree in Engineering or equivalent, and advanced degree in business administration required.
  • MBA from a recognised business college or university an advantage.

 

Languages Required:

Excellent written and oral English language skills.

 

Minimum Requirement:

  • Familiar with working in and taking a leadership role in a multi-cultural, multi-national environment.
  • Some exposure to SAP is an advantage.
  • Able to demonstrate excellent communication skills, a good communicator and a good listener.
  • Technical and commercial knowledge related to the oil and gas industry an advantage.

 

 

Job Scope:

Develop and manage the Contract and Procurement functions of the Company in accordance with the corporate strategies and goals. Support the Company business initiatives by acting as a professional adviser to the LTC Committee (Limited Tender Committee), and ensure that professional standards of contract management are achieved and maintained within all areas of the business.

  • Maintains primary responsibility for the efficient delivery of Contracts and Procurements Department
  • Manage the tendering process from tender preparation, bid evaluation to contract award
  • Develop and implement purchasing and contract management instructions, policies, and procedures. Ensure purchase order claims and contracts for conformance to company policy
  • Direct and coordinate activities of personnel engaged in buying and storing materials, equipment, machinery, and supplies
  • Prepares, develops, implements and reviews the department budget, ensuring all programs and activities are reasonably funded to meet operational requirements.  Reviews targets set and ensure that these are met or corrective action is taken.
  • Resolve vendor or contractor grievances, and claims against suppliers.
  • Evaluate, and approve specifications for issuing and awarding bids.
  • Represent the company in negotiating contracts and formulating policies with suppliers
  • Negotiate contract terms and payment schedule, ensuring that the agreements with the vendors / suppliers are commercially advantageous
  • Prepare bid awards requiring CEO/Board approval.
  • Intervenes, analyzes, manages and resolves business conflicts between the company and the vendors / suppliers
  • Ensure that all procurement and contracting activities are carried out in accordance with legislation, council policies and procedures and principles of good practice including ethics and probity
  • Manages the Contracts & Procurements team, providing leadership, encouraging teamwork and continuous improvement so that they take pride in the execution of their function while achieving high performance standards.  Takes responsibility for the development of both National and non-National staff, in particular preparing Nationals for key positions
  • Communicates Contracts & Procurements related policies to departmental personnel in an accurate and timely manner
  • Ensures that departmental personnel cooperate fully with personnel from other departments on joint projects. Informs the Corporate Services Manager of departmental progress and activities and of significant contacts

 

Experience:

  • At least 15 years experience working in a world class organisation with diversified oil and gas sector experience in Contracts and Procurements area at a senior level with at least 8 years working in a management position.
