Education:
- Bachelor Degree in Science/Engineering. Master Degree in Safety management is preferred.
- Accident investigation certificate course from recognized HSE/investigation organizations.
Languages Required:
English written and oral.
Minimum Requirement:
- Knowledge of development, implementation and maintenance of approved HSE risk management programs.
- Skills and experience related to fire, emergency response, HSE awareness and HSE risk management.
- Computer literate - knowledge of MS software.
- Experience in providing interview training.
- Proven track record in working effectively in multi-national and multi-discipline work environment.
- Developed analytical, conceptual, problem solving, management, planning and interpersonal skills.
- Leadership, communication and reporting skills.
- A team player.

Job Scope:
Provide technical expertise as required supporting the Directorate during the course of conducting its Regulations and Enforcement role of the Petroleum Industry. The incumbent shall manage the engineering area of speciality focusing on the following areas as a priority:
- Carrying out a comprehensive investigation, particularly those concerning major accidents, at all industry facilities (on-shore and off-shore) in the country. The investigation tasks include gathering, recording and analyzing all available information on accidents and incidents, identifying HSE issues, making HSE recommendations, determining the causes or contributing factors, and completion of investigation reports. Investigation progress and results to be reported directly to DG prior to information release.
- Participation in development and formulation of appropriate regulative policies, guidelines, procedures and programs for accident prevention. Identification of best industry practice in accident prevention and investigation.
- Implementation of investigation related policies, establishment and management of an industry accident related database, administration of a confidential industry accident incident reporting system. Collection of lessons learned their analysis and implementation.
- Liaise with Directorate’s Departments and Divisions in development, review of existing, implementation and evaluation of on-site and/or off-site emergency plans. Analysis of the physical plant, operations and practices to improve HSE, including periodic HSE inspections to detect and recommend corrections.
- Cooperation with other regulatory entities/stakeholders in development of common policies, provision of expert advice, when requested.
Experience:
Minimum of 12 to 15 years experience in this sector, with 10 years in HSE investigation.
